Part of your problem is that your dvr is far out of spec ( and unrelated to X1, your modem is out of spec too). You only have 3 pieces of equipment, if you can remove any unnecessary splitters it will help. That code ( actually 03007)is normally related to billing, not signal issues but it's so bad the dvr may not be able to be activated properly. If you can't figure it out you may need a tech visit.
